2020 RETIRED & SENIOR CUSTOMS BROKERS – CANCELLED
Another COVID-19 impact … in what is a responsible decision to make sure that the elderly are cared for, we received advice last week from the event organisers (David Ineson & Kent Heazlett) that this year’s luncheon has been cancelled … we look forward to catching up with this rowdy lot in 2021 !!      AUSTRALIAN PEAK SHIPPERS ASSOCIATION (APSA) – ANNUAL GENERAL MEETING
To be hosted online 3pm to 4.30pm AEST on Thursday 27 August 2020. APSA members are invited to nominate a representative to become an officer of the association (Chair, Vice-chair or Treasurer) or to be an ordinary member of the Committee of Management (CoM) – refer HERE     THE WEEK IN REVIEW   KHAPRA BEETLE – THE NEXT BIG THING – The recent interceptions occurred in imported non-food goods, such as refrigerators, car parts, nuts and bolts, as well as empty containers and high-risk food goods such as spices and flour – refer HERE     BMSB OFFSHORE DEVELOPMENTS – the Offshore Treatment Provider list for the 2020/21 Brown Marmorated Stink Bug season has now been populated – available HERE.      VICTORIAN STAGE 4 WAREHOUSE RESTRICTIONS – a concession has been achieved allowing warehouses and distribution centres (other than medical supply, pharmaceutical supply and personal protective equipment supply facilities / supermarket and perishable food warehouses and distribution centres) to now operate with 90 percent of their daily total workforce, however, only a maximum of 67 percent of the normal daily peak number of defined workers may be on site at any one time – refer HERE     INDEPENDENT REVIEW OF THE VICTORIAN PORTS SYSTEM   Victoria has world class manufacturers and producers who are supported by skilled logistics specialists including customs brokers and freight forwarders. The Victorian government needs a paradigm shift in priorities in favour of exporters, importers and logistics providers to facilitate the efficient movement of goods to lead our economic recovery and generate wealth into the future.

Refer to the FTA / APSA formal submission focussing on the proposed Port Pricing and Access Review (PPAR) and Voluntary Port of Melbourne Performance Model (VPPM) as outlined in Section 5 titled ‘Economic Regulation’ (questions 6 and 7).     HAVING TROUBLE WITH CHAFTA DOCUMENTATION – Members have made reports of Chinese exporters not being able to obtain certificates of origin under the China Australia Free Trade Agreement (ChAFTA). Click HERE for a detailed commentary from Russell Wiese at Hunt & Hunt Lawyers (03 8602 9231 or rwiese@huntvic.com.au) in terms of how to best manage this operational matter. Please also advise Sal Milici (Head of Border and Biosecurity – FTA / APSA) if you are experiencing ongoing problems with obtaining ChAFTA COO (in particular nominating the region / issuing body) to support our engagement with the Department of Foreign Affairs and Trade (DFAT) for remedial action at an international level.     FEATURE ARTICLE – WINTER 2020 ACROSS BORDERS
Is Australia’s anti-dumping system causing more harm than good?
We were privileged to receive a commentary from RUSSELL WIESE, Principal – Hunt & Hunt Lawyers in our Winter 2020 edition of Across Borders.   In May 2020 talk of a trade war between Australian and China was ignited by China’s decision to impose massive dumping and countervailing duties against Australian exports of barley. The accusation from Canberra was that the dumping duties were a response to Australia’s calls for an independent inquiry into China’s handling of the coronavirus. We will never know if the claims are true and part of the reason is that China’s use of the dumping system is consistent with how the system is used by other WTO members, including Australia.     VALE GEORGE RAVLICH
